Most likely a visibility side effect. Since they’re so low the SUVs/vans/trucks can’t see them from high up.

Had similar damage done to my bumper when some person who apparently couldn’t park ran into my bumper, gouging into the plastic mold. They were even good enough to leave no note. Seeing it fixed for the first time was like:
